    is a further important step in shaping the Partnership The global economic scenario has dramatically changed since we last convened in Rome only seven months ago Global food prices have significantly decreased but this has by no means brought us closer to defeating hunger and to achieving the first of the Millennium Development Goals the last FAO report shows that far from decreasing the number of people suffering from hunger has even increased up to almost 1 billion This proves that defeating hunger and ensuring food security is a complex endeavour which requires an integrated approach bringing together consistently all relevant actors and instruments We need to bring agriculture food security and nutrition back at the forefront of the political and development agenda We need Official Development Assistance but also stable private investments flows we need to enhance trade and work on possible innovative financial mechanisms This must be a collective effort mobilising all resources and actors in line with the conclusions of the Accra and Doha Conferences Secretary General Ban Ki moon has opened the way to this innovative holistic approach with the farsighted decision to establish a High Level Task Force on Global Food Security Crisis We strongly support the efforts of the Task Force and of its Coordinator David Nabarro that are bringing forward the Comprehensive Framework for Action with much enthusiasm and effectiveness from the Task Force Secretariat in Rome Against this background and building on the Toyako commitments G8 Countries have agreed on some guiding principles that their Governments will adopt in joining the Partnership It is now time for us all to make a step forward We must advance and launch a broad and inclusive consultation process aimed at setting up the Global Partnership The High Level Task Force was established to facilitate a common approach of the UN agencies and the International Financial Institutions The Global Partnership will rely on the Task Force in order to bring together besides UN agencies and International Financial Institutions all other relevant actors civil society and private sector consumers and producers academia central and local Governments Madam Chair The Global Partnership is by definition an inclusive endeavour it will be inclusive or simply will not be We must ensure that the voice of those most affected by the food crisis can be heard and their efforts to defeat hunger adequately supported It is essential to support strategies of integrated development to promote agricultural research to sustain smallholders and women farmers to create social safety nets We believe that the Secretariat of the High Level Task Force is best placed to lead the consultation process towards the first Assembly Let me stress that in our view the Partnership should not become a new organization but rather build on and strengthen the existing ones and promote more effective and coherent actions at both the global and country level Inclusiveness is imperative but we also share a common sense of urgency We believe the Global Partnership should see the light

    allow this crisis to start a retreat from globalisation Protectionist measures reduce worldwide growth deny us the benefits of global trade and confine millions to poverty Our aim must be an international financial and economic system for the twenty first century that recognises the new realities building on common standards and principles which already exist a system based on open not sheltered economies international not national capital markets and global not local competition We must look at both the levels and the scope of supervision and regulation When capital flows are global but regulators only national and regional we must now agree a new era of co operation and co ordination between countries so that we have common ethical and legal principles and new rules for a world of global capital flows At the London Summit we should seek to agree a Charter of Principles for financial regulation and supervision La Maddalena G8 Summit will be the occasion to go even further adopting an agreed set of common principles and standards on propriety integrity and transparency of international economic and financial activity as recently discussed by G7 G8 Finance Ministers Through all of this we need to use both the London and La Maddalena Summits to protect the poorest in this global recession and to make sure that the actions we take to secure economic recovery are consistent with our shared aspirations for a low carbon future and sustainable growth Therefore crucial discussions at the London and La Maddalena summits will also focus on the challenges of development climate change and energy and how to relaunch global sustainable growth This current crisis affects us all and it is vital that we act together to find solutions and take the actions necessary To be effective recovery requires not just co ordinated

    capital moving and consequently to modernise infrastructures Re launching investments in infrastructures is therefore a priority not only in terms of counter balancing the effects of the crisis contributing to the creation of jobs and new development opportunities in the private sector but also and in the longer term in terms of fostering the African continent s better integration into the global economy But investment cannot be an end in itself we cannot afford to build castles in the sand Infrastructure investments must respond to a real need for integration into a broader based strategy for the promotion of economic activity and sustainable development That is why I believe that the recipe and methodology of the NEPAD process acquire renewed validity in light of these conditions and in consideration of the new and more transparent trade and financial regulations the international community will be making in the future Africa s commitment to governance improvement of the economic climate regional collaboration and integration are the necessary prerequisites for stable and inclusive economic development Industrialised countries on the other hand will have to accompany this process with targeted initiatives that are also proportionate to available resources The NEPAD process has been accused of being slow bureaucratic and inefficient Personally I do not share this viewpoint We cannot judge Africa only on the speed of those countries that pass the peer review mechanism Over the past ten years Africa has made extraordinary progress considering its point of departure in terms of political conditions and traditional influences Many countries have successfully created efficient financial systems and begun sustainable development processes Despite a stop and go syndrome despite the fact that the continent has enjoyed less growth than other regions we are witnessing a gradual but steady process that needs to advance and be encouraged There is no alternative to African empowerment and Italy is pleased to have hosted the economic summit in July 2001 that formalised the G8 s convinced support for NEPAD which had been launched by the Africans only a few days earlier at Lusaka It is necessary that Africa not be held hostage by the by definition limited resources of official development assistance Resources that have in any case never been sufficient to satisfy the continent s infrastructure needs Not wishing to call into question the pledges made in the context of the Millennium Goals it is clear that Africa s infrastructure problem can only be solved by a more selective use of official development assistance and more systematic recourse to the market public private partnerships and private funding It is highly positive that the final session of the ICA will be dedicated this year to a joint workshop with the World Bank fund set up to provide technical assistance to public private partnerships a fund for which Italy resumed financing last year The Italian government intends to offer the African Development Bank a pilot infrastructure project initiative concerned with risk assessment and brokering of risk mitigation mechanisms in order to

    building s perimeter is staked out by old granite arches which also demarcate the working areas In the late 19th century the period in which the original building in granite was erected sailing ships had given way to steamships whose goods and passenger capacity was greater and a quayside coal merchant who supplied the ships once traded behind the arches The adjacent quay not for nothing known as the Molo Carbone lost its original role long ago the Navy subsequently set up warehouses and motorised units on the area but its name still recalls that ancient maritime practice The plans for the building which has over 7 000 square metres of floor space involved not only converting and shoring up the historical parts but installing a protective metal covering at a height of 10 metres and with an area of about 1 hectare roughly equivalent to that of a football pitch The open spaces glass walls and windows which are secured to the covering structure leaving the old parts of the building intact guide the eye towards the area outside enabling the old and modern architectural features to enter into dialogue with those of their natural surroundings Catering Area A spacious catering area has been set up in a third building with over 3 000 square metres of floor space obtained by restoring a facility that housed naval workshops in the days of the Arsenal The original five nave plan has been preserved with the addition of a partial metal roof left open in the central area laid out as a garden Press Pool Area In the area opposite the conference centre too the work has involved a combination of new building and restoration and extension work on existing buildings The main building another that dates back to the late

    of the Di Coma C rescue coordination team s activities involving over 1 000 firemen Red Cross workers volunteers Armed Forces personnel and regional staff The tremor in the area was particularly strong as is clearly shown by the readings taken at the National Accelerometric Network stations closest to the quake area The readings show maximum acceleration at ground level to have been between 48 and 66 of the acceleration of gravity This is a far higher figure than is envisaged in the construction laws currently in force Ministerial Decree dated 14 01 2008 which specify 26 of the acceleration of gravity for normal buildings and 33 for strategic buildings After the Di Coma C was set up in the Guardia di Finanza School the Civil Protection Department immediately began to probe the structural features of the various buildings in far greater depth examining their original plans and structural reports while also setting up ongoing accelerometric monitoring of the most important buildings conducting seismic analyses naturally resorting to more modern methods than those that could have been used when the buildings were erected in the late eighties and early nineties and inspecting the materials used in the construction with special reference to the specifications of the concrete employed The inspection of the original plans and initial results from the tests conducted on the materials have been positive In particular maximum safety precautions seem to have been adopted in planning the structure in accordance with anti seismic criteria that go well beyond the minimal standards in force at the time Ministerial Decree dated 24 January 1986 The buildings were also found to have been built with considerable attention to detail to the point where they actually meet the standards in force today The entire complex which covers an area of some
